Cities built around harbors are usually prosperous. Not so Buenaventura on Colombia's Pacific coast. Its four ports collect more customs revenue than any other city in the country. But according to one government measure, two-thirds of Buenaventura's 400,000 residents are poor. Few have access to drinking water or sewage systems. A row of metal shacks on stilts juts out into the sea. Vegetation engulfed the only public hospital lacking equipment for minor surgeries.
